What is the difference (if any) between Japanese writing (specifically Kanji) when writing in vertical as opposed to horizontal?

Are the characters the same?

Your question is not very specific...from what I can pick out...there is really no difference.

However...traditionally you MUST write vertically backwards (meaning right to left). Horizontal is the modern introduction of writing taken from the western culture where they write from left to right. I hope that helps...
